Focusing on Recovery, Even (Especially) in Crisis

Because of their crucial role in recovery, we must be very attentive to how each crisis is impacting recovery. It is not acceptable to wait until after a crisis has been dealt with and resolved to pay attention to recovery. How every stage of the crisis is handled is likely to have long term effects.
